Responsible Power and China's International Assistance in South Sudan

Abstrak
This paper aims to explore how China takes its international assistance in South Sudan in regards to the notion of China as a responsible power. The article investigates three China’s foreign policy actors act out its international assistance responsibility in South Sudan. These actors are China’s government represented by the Ministry of Foreign Affairs (MFA) and the Ministry of Commerce (MOFCOM) as major actors of the Chinese government and the Ministry of National Defense (MOD) as a representative of China’s peacekeepers. This paper argues that the government of China has shifted its practices towards the Western side of Responsible Power spectrum in international assistance theme. Another actor, which is Chinese peacekeepers has remained adherent to non-interference and respect for South Sudan’s sovereignty as the China’s side of Responsible Power spectrum in international assistance them.
