Abstrak
This research aims to analyze relation between regional agreements and WTO as multilateral trade regim. There is dichotomy, whether regional agreement become a building block or stumbling stone to WTO system. Thus, to answer this dichotomy, this research utilizes an emphirical study through assessing Indonesian commitment in telecommunication services sector, specifically internet access services. This research focuses on Indonesian commitment in GATS and other regional agreements in Asia-Pacific. Neo-liberal institutionalism is utilized as an analytical approach and the data is assessed through qualitative method. The result of this research shows that GATS has played as a standard of Indonesia in providing its telecommunication services commitment in regional sphere. Indonesian commitment is not homogenous, instead diversity of commitment has found in this research especially towards its commitmens in AFAS and ASEAN+ agreements. These variations should be perceived as a building block as Indonesia gradually improved its commitment in order to integrate its market according to the rule in WTO regime.
